History of the Organization
Most of the population of North East India (NEI) is living in rural areas. Out of them 70% people are living below poverty line. Lack of basic amenities like communication, health, employment in the rural areas of NEI State makes the life of the poor more deplorable. Government schemes alone are not enough to solve the problems of the people of the state. The role of Non Government Organization (NGO)/Voluntary Organization (VO’s) become very important for a wholistic development of the poor and marginalized.

With this objective, Rev. Binoy Kr. Topno, Pastor of Rangalipather, Naharkatia CNI Church along with some social minded people of Rangalipather decided to form an Organization which will address the concern of the poor and marginalized. So, in the year 1987, with active support from a National Level Voluntary Organization, “Church’s Auxiliary for Social Action (CASA)” an Organization was formed named as “Development Programme in North East India (DPNEI)”. In the beginning the Organization selected 20 villages under Joypur Development Block for implementing developmental activities. In the year 1991, the Organization was renamed as “District Multipurpose Development & Information Centre” and registered under Societies Registration Act of 1860.

In the year 2005, the Organization was registered under Foreign Contribution Regulation Act and was able to tap foreign fund for implementing activities meant to bring desirable and positive change in the life of the poor and marginalized within 62 villages in Joypur and Tingkhong Block in Dibrugarh District and Saikhowa Block in Tinsukia District.
